Abstract
Indonesia has been experiencing the COVID-19 pandemic since March 2nd, 2020, which prompted the government to impose nationwide restrictions. However, these policies proved to be less effective and contributed to an increase in COVID-19 cases. In response, Indonesia required cooperation with external actors to restore its socio-economic conditions and strengthen healthcare capacity in addressing the pandemic, particularly in vaccine provision. This study aims to examine Indonesia’s efforts in utilizing health diplomacy through ASEAN partnerships, with a specific focus on the health sector. Rebecca Katz’s health diplomacy theory is employed to explain the interactions among actors involved in Indonesia’s health-related cooperation within ASEAN. This research adopts a descriptive qualitative approach, using a literature review as the primary method of data collection. The findings indicate that Indonesia successfully achieved herd immunity in 2023 through its health diplomacy initiatives within ASEAN partnerships. This conclusion is supported by Indonesia’s COVID-19 vaccination coverage in 2023, which reached 86.88% for the first dose and 74.56% for the second dose.
