Abstract

This research examines the implementation of South Korea’s National Cybersecurity Strategy (NCSS) in responding to North Korean cyberattacks during President Moon Jae In’s administration (2019–2022). The research is motivated by the increasing intensity of North Korea’s cyber operations targeting South Korea’s government sector, critical infrastructure, and financial sector, which has prompted the state to strengthen its national cybersecurity policy. This research aims to examine how the 2019 NCSS was implemented as a policy response to these cyber threats. The research employs a descriptive qualitative method with a case study approach, using document analysis of official policy documents and supporting secondary sources. The findings indicate that the implementation of NCSS 2019, through its six main pillars: critical infrastructure protection, enhanced response capacity, collaborative governance, cybersecurity industry innovation, cybersecurity culture development, and global leadership, serves as a strategic framework that strengthens institutional coordination and the direction of South Korea’s cybersecurity policy in addressing North Korean cyber threats, despite ongoing challenges related to policy implementation and sustainability.
