Abstract

The South Korean government has long utilized the Korean Wave (Hallyu) as a primary instrument; however, within Korean Wave 3.0, public diplomacy practices are increasingly dominated by non-state actors, highlighting a significant gap in International Relations literature regarding the role of corporate entities. This research examines the strategies of SM Entertainment as a non-state corporate actor in Indonesia to determine how corporate actions function as a practice of South Korean public diplomacy during this era (2017-2023). Employing a qualitative descriptive methodology and the concept of New Public Diplomacy by non-state actors, the findings reveal that SM Entertainment's strategy represents a sophisticated and highly effective form of public diplomacy, contributing significantly to South Korea's objectives in the region. The company moves beyond mere cultural export by creating immersive, interactive, and localized cultural experiences, thereby fostering deep cultural resonance and community engagement. The conclusion asserts that SM Entertainment acts as a critical and proactive agent in South Korea's public diplomacy efforts, reflecting the evolving nature of international relations where corporate entities play a principal role.
