Abstract

This study aims to analyze the effectiveness of the Indonesia Corruption Watch (ICW) strategy in addressing the practice of vote buying during the 2024 General Election in Indonesia. The research focuses on how ICW’s anti-corruption campaign strategies are implemented through digital platforms and institutional collaborations, as well as the extent to which these strategies influence public awareness and participation in combating money politics. The study also examines the challenges faced in implementing these strategies, such as message outreach and resource limitations. This research uses a qualitative descriptive method, utilizing primary data from in-depth interviews with ICW staff and members of the public, as well as secondary data from ICW’s monitoring reports and official publications. The analysis combines the monitoring and evaluation framework with the theory of electoral malpractice to assess the effectiveness of ICW’s strategy based on four indicators: input, output, outcome, and impact. The findings show that ICW’s campaign strategies successfully increased awareness and critical attitudes among segments of society exposed to digital campaigns. However, the impact on concrete behavior, such as public reporting, remains limited. Data from public reporting platforms such as kecuranganpemilu.com indicate that most verified reports came from trained election observers rather than ordinary citizens. This suggests that while ICW’s educational efforts have been effective in raising awareness, the transformation of knowledge into action is still hindered by technical, psychological, and institutional barriers. The study recommends strengthening community-based educational strategies, developing more accessible and secure reporting mechanisms, and enhancing cross-institutional collaboration to sustain the long-term impact of anti-corruption campaigns.
