Abstract
This study analyzes the support of the Governor of DKI Jakarta, Pramono Anung, through Regional-Owned Enterprises (BUMD) for the improvement of the sporting performance of Persatuan Sepak Bola Jakarta (Persija) in 2025. The background of this research is rooted in the increasingly strong involvement of local governments in the football industry, particularly through sponsorship schemes and business cooperation with BUMD, which are not only economic in nature but also laden with political interests and the construction of power imagery. The research employs a qualitative approach with an explanatory research design. Data were collected through in-depth interviews, literature review, and documentation. The analytical framework is based on Steven Lukes’ three-dimensional theory of power, which includes decision-making power, agenda-setting power, and preference-shaping power. The findings indicate that support from BUMD such as Bank Jakarta, PAM Jaya, MRT Jakarta, Transjakarta, and Jakpro functions not only as an effort to foster development and ensure the club’s financial stability, but also as a political instrument to build a positive public image of the Governor of DKI Jakarta, particularly through symbolic actions, presence in public spaces, and the integration of Persija as a collective identity of Jakarta’s residents. Such support operates latently through the shaping of public perceptions, the normalization of state involvement in sport, and the minimal public resistance to the use of public resources. The conclusion of this study confirms that the involvement of BUMD in supporting Persija Jakarta represents a form of sport politicization, in which sport becomes an arena for the legitimation, consolidation, and reproduction of political power at the local level.
