Abstract
The 2024 General Election reaffirmed the strategic role of political parties in shaping the quality of democracy through the recruitment of legislative candidates. This study aims to analyze the practice of internal party democracy in the recruitment process of legislative candidates conducted by the Regional Executive Board (DPW) of the Indonesian Solidarity Party (PSI) in Jakarta for the 2024 Election. This research employs a qualitative approach with a descriptive-analytical method. Data were collected through in-depth interviews with officials of the DPW and DPD of PSI Jakarta, PSI legislative candidates, and an election observer from Perludem, supported by document analysis and processed using NVivo software. The analytical framework is based on Hazan and Rahat’s theory of internal party democracy, which consists of four main indicators: selectorate, candidacy, decentralization, and voting versus appointment. The findings indicate that the legislative candidate recruitment process of PSI Jakarta relatively reflects a moderate level of internal party democracy, particularly in terms of open recruitment and merit-based selection stages. However, final decision-making in candidate determination remains centralized at the DPW and DPP levels, with limited implementation of inclusive voting mechanisms. This study concludes that internal party democracy within PSI Jakarta can be characterized as procedural- meritocratic, yet with limited inclusiveness in final decision-making.
