Abstract
Digital freedom of expression has reconstructed the landscape of political participation in the modern era, opening up new spaces for citizens to monitor and interrupt power. Social media, as a digital communication infrastructure, allows aspirations and criticisms of the government to spread quickly and widely, often through viral mechanisms. The phenomenon of “No Viral, No Justice” reflects that the accountability of state institutions is now increasingly determined by the intensity of public attention in the digital space, although the resulting response tends to be reactive and does not arise from a deliberative system. Using Jack Balkin Digital Speech dan Democratic Culture, this study positions freedom of expression not merely as an individual right, but as the main foundation of a healthy and participatory democracy. The findings show that digital space has the potential to be a new democratic channel that strengthens citizen control over power, but is still faced with challenges such as algorithm dominance, criminalization of expression, and repressive regulations. Therefore, to realize ideal democratic control, the state needs to guarantee protection for citizen expression, revise problematic regulations such as the ITE Law, and strengthen public digital literacy as an important capital in the democratization of information. Although not yet completely ideal, digital space has encouraged the birth of a new democratic culture that is more open, horizontal, and responsive to the voices of citizens.
