Abstract

The phenomenon of extortion (pungli) remains a perennial problem in the provision of public services in Indonesia, including in the implementation of motor vehicle inspections (KIR). Despite bureaucratic reforms having been underway for more than two decades, the practice of extortion remains prevalent and is even perceived as an “unofficial fee” to expedite services. This study aims to analyze the political will of the Bogor Regency Government in eradicating the culture of extortion in the KIR Test process through three main dimensions: political commitment, policy choices, and institutional actions. The approach used is descriptive qualitative, with primary data obtained through in-depth interviews with the Bogor Regency Regional Secretary, the Head of the Motor Vehicle Inspection Section of the Transportation Agency, and public policy observers. Secondary data were collected from regulations, official reports, and academic literature. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña (2014) through the stages of data reduction, data presentation, and conclusion drawing. The results show that the political will of the Bogor Regency Government is not yet fully optimal. Political commitment is still normative, service digitalization has not been effective in closing bureaucratic gaps, and internal oversight remains weak. This study concludes that eradicating the culture of extortion requires sustainable political will through policy transparency, institutional reform, and public participation in public oversight.
