Abstract

The growing number of vehicles and persistent traffic risks in Indonesia highlight the need for dashboard cameras as tools for safety and legal evidence. Despite their proven ability to support investigations, prevent wrongful accusations, and protect drivers from criminal incidents, no specific regulation currently mandates their installation. This study employs a normative juridical method supported by empirical data from interviews with the Indonesian National Police Traffic Corps. The research addresses two main questions: (1) what is the urgency of regulating mandatory dashboard camera installation in Indonesia, and (2) what form of regulation would be most appropriate. The findings conclude that dashboard cameras are highly urgent for enhancing public safety and legal certainty, yet the absence of regulation leads to inconsistent use and raises privacy concerns. The study recommends revising the Road Traffic and Transportation Law to designate dashboard cameras as mandatory safety equipment, supported by technical standards, data protection rules, and phased implementation.
