Abstract

Human trafficking is a transnational crime that is becoming increasingly widespread as various modus operandi develop. Indonesia is highly vulnerable to this practice because it serves as a country of origin, transit, and destination for human trafficking (TPPO). This vulnerability is exacerbated by economic, social, and geographic factors. Therefore, more effective cooperation with international actors is needed, considering that TPPO is a transboundary crime that cannot be handled by a single country. The role of the International Organization for Migration (IOM) as an international actor is crucial in assisting efforts to combat human trafficking in Indonesia, which is carried out through online fraud. This study aims to analyze the IOM's efforts as a non-state actor in combating TPPO through the 3P approach (Prevention, Protection, and Prosecution). This study uses a qualitative approach with descriptive-analytical methods drawn from interviews, literature studies, official documents, and official reports from relevant institutions. The results indicate that the Indonesian government remains weak and there are obstacles in combating human trafficking. Therefore, IOM as a migration agency assists the Indonesian government in its efforts to overcome this problem through campaigns, training, and legal assistance for survivors of human trafficking.
