Abstract

Inclusive elections are a commitment by the state to guarantee the fulfillment of the political rights of all citizens without exception, including groups in special circumstances such as prison inmates and hospital patients. However, the implementation of elections at special polling stations still faces a number of administrative, technical, and accessibility obstacles that impact voter participation. This study aims to analyze the role of the Central Jakarta KPU in realizing inclusive elections at special polling stations at the Salemba Detention Center dan Cipto Mangunkusumo Hospital (RSCM) in the 2024 elections. The research method used is qualitative with a single case study design in a fixed context. Data was collected through in-depth interviews with the Chair and Technical Division of the Central Jakarta KPU, Voter Data Planning, and Law, as well as documentation study of regulations and official data related to the implementation of elections. The data was the analyzed using data reduction and interpretation techniques based on role theory and the principles of good election governance. The results of the study show that the Central Jakarta KPU carries out its normative, ideal, and factual roles in accordance with the mandate of the legislation. However, the implementation differs in each location. At the Salemba Detention Center, the main obstacles are related to voter list validation, population dynamics, and security procedures. Meanwhile, at the Central Jakarta General Hospital, the biggest obstacles are patient mobility limitations, logistics, and a lack of socialization. Nevertheless, the establishment of special polling stations has proven to increase political access for vulnerable groups. This study concludes that the role of the Central Jakarta KPU contributes to expanding election access for vulnerable groups, although it does not yet fully meet the principle of equity of access. This study emphasizes the importance of strengthening inter-agency coordination, improving voter data management, and strengthening information for voters to realize more inclusive elections in the future.
