Abstract
The ratification of the Tapera policy sparked controversy and a high level of public response, especially in digital media such as platform X. The Tapera policy is aimed at various workers to reduce the housing backlog with a contribution scheme that cuts workers' income. Through platform X, the community carried out a social movement by spreading the hashtag #TolakTapera as an effort to reject the Tapera policy. This study uses a qualitative approach with the concept of Discourse Communication Network. Data successfully exported from platform X contained 16,089 tweets from January 1 - December 31, 2024. The most frequently mentioned words were "tapera"; "home"; and "people". The results of the Discourse Communication Network mapping, the camps or organizations that spread the discourse, namely ordinary people, artists, celebrity tweets, Kpopers accounts, parody accounts, doctors, politicians, religious leaders, mass media, Tapera organizers, executive institutions, legislative institutions and supporting accounts with a decentralized form or no single actor controlling the conversation. The pros and cons are caused by the battle of meaning on platform X between the government's narrative and the community's narrative. The pro-party group consists of actors from the organizers, government, media, and government- supporting accounts who voice information, promotion, and clarification regarding the Tapera controversy. The opposing group consists of community actors, artists, Twitter celebrities, K-pop accounts, parody accounts, doctors, politicians, and religious leaders with controversial tweets containing anger, satire, and jokes about the government and the situation. The need for literacy and ethics in discourse can minimize disinformation and hate speech that can cause harm to the discourse owner. This research can provide insight into the literature in the field of digital media communication to understand more deeply the controversy over the issue.
