Abstract

This study examines the electoral trend of the United Development Party (PPP) in the 2024 General Election, specifically focusing on the party's declining vote share in the legislative election for the House of Representatives (DPR RI). The decline is noteworthy considering PPP's historical position as one of Indonesia’s oldest and most institutionalized Islamic political parties. This research analyzes the root causes of PPP’s electoral setback from the perspective of party institutionalization, with emphasis on the dimensions of value infusion, systemness, reification, and autonomy. Employing a qualitative approach with a case study method, data were collected through in-depth interviews with informants closely connected to PPP’s internal dynamics, along with document analysis from various relevant secondary sources. Data analysis was conducted thematically to identify patterns related to the party’s institutional failure and electoral decline. The findings indicate that PPP's electoral downturn stems from internal crises that are both structural and ideological. The party's failure in value infusion is reflected in its inconsistent adherence to Islamic values and the erosion of religious-based programs that once fostered voter loyalty. Furthermore, the dysfunction in systemness due to unhealthy recruitment practices and weak cadre regeneration has hindered internal consolidation. The deterioration in public image (reification) has caused the party's symbols to lose emotional relevance among members and voters. Additionally, PPP’s lack of autonomy, marked by its dependence on ruling coalitions and money politics, has further exacerbated its institutional crisis. In conclusion, this research asserts that party institutionalization without a firm foundation in values and integrity will diminish a party’s electoral relevance. The case of PPP demonstrates that formal institutionalization alone, without ideological and ethical reinforcement, weakens a party’s position in a democratic contest.
