Abstract
The Job Creation Law (Omnibus Law) represents one of the most controversial statutes in the history of Indonesia’s legislative process, making the legal POLICY behind its enactment a subject of significant academic inquiry. The extent to which the law is responsive serves as an indicator of its typological character. Employing a normative approach supplemented by sociological insights—particularly concerning the responsiveness of policymakers—this study aims to elucidate the typology of Indonesian law broadly, and the Job Creation Law specifically. Within the framework of Responsive Legal Theory, legal typologies may manifest as repressive when the state disregards public aspirations, autonomous when driven by procedural formalism, and responsive when legislation is formulated transparently and inclusively. This research demonstrates that, when examined through the lens of Responsive Legal Theory, the legal POLICY surrounding the formulation of the Job Creation Law predominantly reflect a repressive typology.
