Abstract

This study examines participatory communication in the formulation of political party programs, using the Golkar Party as a case study. The research focuses on the application of participatory communication in the program planning process of the Regional Leadership Council (DPD) of the Golkar Party in South Jakarta Administrative City. The extent to which participatory communication is implemented in the party’s program development remains an underexplored area in existing literature. Although numerous studies discuss communication and participation theories, specific research on the practical application of participatory communication within political parties—particularly the Golkar Party—is still limited. This research aims to explore the extent of participatory communication employed in the program development process of a political party, with Golkar Party as the case study. A qualitative method with a case study approach was used in this research. Data were collected through semi-structured interviews as the primary source, supported by secondary sources such as books, official documents, journals, and mass media. The findings indicate that the Golkar Party has implemented participatory communication in the formulation of its party programs; however, its execution remains suboptimal. Dialogic communication has been established among the community, party structures, and members of the Jakarta Provincial Parliament from the Golkar Party. Nevertheless, during the decision-making process, community members and lower-level party structures at the Kecamatan, Kelurahan, and RT/RW were excluded. This is supported by statements from the interviewees, who confirmed that decisions during program planning are made solely at the city-level DPD without involving subordinate structures. Furthermore, the informants acknowledged the importance of communication that actively engages the public in order to foster a more ideal democratic ecosystem and fulfill the political party’s function as mandated by law.
