Abstract

This research discusses the implementation of the Technical Cooperation Programme (TCP) carried out by the International Labour Organization (ILO) in collaboration with the Government of Qatar to reform the country’s national labour system. The study focuses on both the first and second phases of the TCP, which took place from 2018 to 2023, by highlighting the reform of the wage system, the kafala system, and the challenges and impacts that emerged during the programme’s implementation. This study uses a qualitative approach with a descriptive research type. Data collection techniques include document analysis and an interview with an ILO representative in Qatar. The theory used in this research is Global Governance by Thomas G. Weiss, which focuses on the interaction of international actors and emphasizes five governance gaps: knowledge, normative, policy, institutional, and compliance. The results of the research show that the TCP has so far driven significant changes in Qatar's labour system. However, the process and implementation on the ground still face many challenges, particularly in labour inspection, wage system manipulation, and weak law enforcement.
