Abstract

Indonesia and South Korea have maintained close bilateral relations, particularly in the economic sector, since officially becoming trading partners in 2006, which then led to initiation of IK-CEPA agreement in 2012. This agreement aims to expand free trade in goods, services, and investment, while also strengthening strategic economic collaboration. However, the negotiation process stagnated since 2014. It was only reactivated in 2019 in response to changing political and economic dynamics, both domestically and globally. This study aims to evaluate the economic diplomacy strategy used by Indonesia in encouraging the reactivation of IK-CEPA negotiations and identify factors that drove success of reactivation. This study uses a qualitative research method with data collection through interviews and secondary data collection. The results of this study indicate that diplomatic strategy implemented by Indonesia was successful in reactivating the IK-CEPA negotiations. To answer main question in this study, namely "What is Indonesia's diplomatic strategy in carrying out the Reactivation of the Indonesia-Korea Comprehensive Economic Partnership Agreement (IK-CEPA) Negotiations in 2019–2023?", the author uses the concept put forward by Bayne and Woolcock regarding economic diplomacy.
