Abstract
This study was conducted to analyze the role of UNICEF as an international organization in addressing the clean water and sanitation crises experienced by children in Yemen due to the civil war through the Humanitarian Action for Children (HAC) program in 2019–2022. In line with previous literature discusses the role of UNICEF in Yemen for children affected during the war and the data on the implementation of the program, the research findings indicate that UNICEF has played its role well in Yemen, despite facing several obstacles such as limited funding and access restrictions. This study applies a descriptive qualitative research method with the concept of the role of international organizations by Clive Archer, civil war, and humanitarian assistance by Henry Dunant, which is used as a research analysis tool. Referring to the concept used, this study found that UNICEF has fulfilled its role as a UN instrument and become a tool for members and policymakers to channel humanitarian assistance, become an arena for providing space for cooperation and dialogue, and act fully as an independent actor in initiating the implementation of the Humanitarian Action for Children (HAC) program in the clean water and sanitation sector, and fulfill the four main principles in humanitarian assistance, namely humanity, impartiality, and independence. The author recommends that further research can adopt similar topics with program implementation in other sectors, different countries, or use other theories or concepts to produce new analyses.
