Abstract
This study discusses the 2023 Permanent Voters List (DPT) data leak in Indonesia, which is a crucial issue in the context of election security. This case shows a violation of the privacy rights and confidentiality of voters' personal information, with potential impacts on the integrity of the electoral process. With the aim of analyzing the KPU's response or actions to this case and also its compliance with the PDP Law. The use of qualitative methods to explain this phenomenon in more detail. The analysis involves Alan Westin's theoretical perspective on privacy, as well as comparing Indonesia's response to similar incidents with the Philippines. This study finds that although Law Number 27 of 2022 concerning Personal Data Protection (UU PDP) has been issued, its implementation is still limited, mainly because an effective supervisory institution has not been formed. The study highlights the importance of regulatory reform, improving data governance, implementing the principles of "privacy by design" and "privacy by default", and cross-sector collaboration to prevent future data leaks. In addition, the role of public education is key to increasing public awareness of the importance of personal data protection. Which concludes that this study was conducted to raise awareness of the KPU's responsibility as the controller of DPT data.
