Abstract
This study aims to determine the TNI's efforts in maintaining its superiority to be neutral from the reformation to the 2024 election. The research method used in this study is qualitative with a descriptive research type. The problems in the study were analyzed using the theory of civil-military relations, the concept of military professionalism, and the concept of TNI neutrality. The results of this study indicate that the TNI excels in maintaining neutrality in the 2024 election. This is because in maintaining its neutrality, the TNI is faced with a series of civil efforts to drag the TNI into the realm of practical politics, thus disrupting the TNI because these actions have made the public doubt the TNI's neutrality. However, with the TNI's rapid movement in responding to civil actions that drag the TNI, public trust in the TNI's neutrality remains high. In maintaining its neutrality superiority, the TNI has made a series of efforts including emphasizing neutrality by the TNI Commander, creating a neutrality pocket book, imposing sanctions on members who violate, creating a neutrality complaint post, and monitoring the neutrality of soldiers through commanders in their respective units. The TNI's efforts to maintain its advantage to remain neutral in the 2024 election are a form of enforcing objective civil control where the TNI remains steadfast in being a national defense tool by focusing on its duties despite receiving tempting temptations from outside the TNI.
