Abstract
Coal is a strategic commodity that plays a significant role through its utilization as an international trade commodity. The extensive use of coal has positioned it as one of Indonesia’s primary export commodities. The Indonesia-Japan Economic Partnership Agreement (IJEPA) and associated discussion forums have stimulated bilateral relations focused on coal energy commodities. In partnership with Japan as a trading partner, Indonesia has expanded its coal market and established cooperation to achieve the national interests of both countries. This study aims to analyze the factors that have led to changes in Indonesia’s coal trade policy toward Japan during the period 2019–2023. The dynamics in the implementation of coal trade have brought about policy changes between Indonesia and Japan. By employing trade policy theory and the concept of exports, along with a qualitative research method, this study identifies both domestic and international factors that have caused changes in the trade policy. The comprehensive analysis reveals that domestic factors, including the Indonesian government’s policies such as the Domestic Market Obligation (DMO), the 2022 moratorium, energy transition, and Indonesia’s economic conditions related to energy stability, domestic economic growth, economic fluctuations, and commodity selling prices, are the main causes of these changes. As is typical with trade policies that focus on the conditions of the exporting country, domestic factors exert a highly significant influence. International factors related to the World Trade Organization (WTO) and Japan’s demand for Indonesian coal also play a role in the policy change process within the Indonesia-Japan cooperative relationship. This study provides insights into the strategic formulation and revision of policies in the mineral resources sector and the bilateral trade cooperation of strategic commodities.
