Abstract

This study aims to analyze the implementation of the 4+1 Formula as Indonesia’s humanitarian diplomacy strategy in response to the escalation of the Rohingya conflict in Myanmar. The 4+1 Formula was initiated by Indonesia through its Ministry of Foreign Affairs, emphasizing human rights protection, access to humanitarian aid, and peaceful conflict resolution without violating the principle of non-intervention. This research adopts a descriptive qualitative approach, utilizing in-depth interviews and document analysis from various primary and secondary sources. The theoretical framework is based on humanitarian diplomacy, which explains the role of states in addressing humanitarian crises through diplomatic means, which examines how Indonesia leverages the appeal of its values, moral legitimacy, and non-coercive approach to build influence in regional and international forums. The findings reveal that the 4+1 Formula successfully positioned Indonesia as a strategic actor in promoting a resolution to the Rohingya crisis, through diplomacy rooted in collaboration, empathy, and humanitarian advocacy.
