Abstract
This research examines the implementation of personal data protection policies in Indonesia as a form of fulfillment of citizens' rights, especially in responding to various risks and challenges due to the rapid development of digital technology. This research uses a qualitative method with a descriptive approach, through data collection techniques in the form of in-depth interviews with relevant stakeholders, structured observations, and documentation studies. The analysis was conducted using Merilee S. Grindle's theory of public policy implementation that covers aspects of policy content and context, as well as Rachel Thompson's stakeholder analysis to identify and assess the influence of key actors in the policy process. The results show that although Law No. 27 of 2022 on Personal Data Protection has been passed, its implementation has not taken place optimally. Some important elements such as the establishment of an independent data protection authority, the appointment of a personal data protection officer (DPO), international cooperation related to cross-border data governance, and public education have not been implemented thoroughly. In addition, overlapping authority between institutions and weak enforcement of regulations have also become obstacles to the effective implementation of this policy. This research emphasizes the urgency of collaborative efforts among government agencies, civil society, and private entities to ensure that personal data protection is realized not only as a legal obligation but also as a fundamental right of every citizen. The study contributes to the discourse on digital governance and human rights in Indonesia by offering a political science perspective on how public policies should adapt to technological transformation and safeguard democratic values.
