Abstract

In the aftermath of the Cold War, the United States sought not only to preserve the NATO alliance but also to enlarge it. This support for enlargement deserves to be scrutinized, for the Cold War had already ended and the Soviet Union no longer existed. Why did the United States support NATO enlargement? To answer this, one needs to unravel the rationale behind the decision. This is precisely what I seek to do in this research. I argue that America’s support for NATO enlargement is largely consistent with the basic premise of offensive realism: states will always pursue power at the expense of other states for security reasons. To test whether the actual rationale fits with the theory, I seek to analyze the available archival materials supported by a thorough review of the secondary literature.
