Abstract

This research examines the readiness to implement Electronic Medical Records at RSPPN Panglima Besar Soedirman as part of the digital transformation of health services. RME is a national obligation according to Minister of Health Regulation no. 24 of 2022 and aims to improve service quality, although it still faces technical obstacles, system integration and resource readiness. Research informants include the head of data and information affairs, PIC IT, PIC RME, information systems, and medical personnel. The research was conducted at RSPPN Panglima Besar Soedirman, a type B hospital belonging to the Ministry of Defense in South Jakarta. The research will take place in May–June 2025 using observation methods, in-depth interviews and document review. Using a qualitative case study approach with a focus on four variables of organizational culture, management and leadership, operational activities, and technical readiness. The results show that the implementation of RME at RSPPN has shifted from the Khanza application system to Digicare to support external integration. However, there are still challenges in operational readiness related to work flow adjustments, as well as the use of RME which is still limited to administrative functions. In terms of technical readiness, obstacles include an unstable network, limited local servers, and a data backup system that is not yet optimal.
