Abstract
Rent-seeking is a practice where individuals or groups gain personal benefits by exploiting policies or regulations without creating added value for society. This study analyzes the rent-seeking patterns in the 4G BTS Tower construction project by BAKTI Kominfo, focusing on the involvement of Anang Achmad Latif based on trial evidence. Using a qualitative method with content analysis, this research applies Gordon Tullock’s rent-seeking theory and Michael Ross’s rent-seeking concept to identify the mechanisms of transferring cost, competing rent, rent creation, rent extraction, and rent seizing. The findings reveal that rent-seeking practices in this project occurred through regulatory manipulation, tender arrangements, and commitment fee transactions, exacerbated by BAKTI’s flexibility as a Public Service Agency (BLU). The strong relationship between business and politics further accelerated these practices, leading to policy distortions and significant state losses. To prevent similar practices, stricter regulations and more transparent oversight systems in public project procurement are necessary.
