Abstract

Corruption poses a significant challenge in Indonesia, impeding social, economic, and political development. This study aims to evaluate the key factors influencing corruption levels across 34 provinces in Indonesia during the 2022–2023 period using a Multi-Criteria Decision Making (MCDM) approach with the PROMETHEE method. The analysis focuses on key indicators such as the Human Development Index (HDI), inflation, investment, population, education level, and wages. The findings reveal that provinces with higher education levels, controlled inflation, and strong HDI scores exhibit lower levels of corruption. Conversely, low wages, high population density, and suboptimal investment exacerbate corruption rates. Through the outranking method, 17 provinces were identified with positive Phi values, indicating relatively good performance, while 17 provinces recorded negative Phi values. This study provides strategic insights for policymakers to enhance governance, improve transparency, and promote economic equity to reduce corruption at the national level.
