Abstract
Since the first time the women's affirmative policy was implemented, the minimum figure of 30% has not been met. Considering this, the Women's Movement is one of the crucial factors in increasing the number of women's representation in politics and must continue to strive to include the agenda of increasing the number of women's representation in politics. This study analyzes using the reformative movement and the concept of women's representation in politics to answer what external factors hinder the fulfillment of women's representation in politics. Seeing that the women's movement as a reformative movement cannot achieve the goals of the movement's agenda because the women's movement does not have the capacity to change the existing political order. This existing political system is an external factor why the women's movement has not been able to achieve its goal of meeting the number of women in politics. The method used is a qualitative approach with data collection techniques in the form of interviews with six research subjects, namely the Indonesian Women's Coalition, Perempuan Mahardhika, Jala PRT, the United Indonesian Trade Union Federation, and two academics, namely Ani Soetjipto and Chusnul Mar'iyah. The results of this study found that the women's movement is still distant in terms of agenda with election issues. This has a direct impact on the number of women's political representation. The collective agenda brought by the women's movement is still limited to mass action and public discussion. In addition to this, the women's movement also faces external obstacles, many of which come from political parties. In the end, the women's movement has not been able to make maximum efforts to increase the number of women's political representation.
