Abstract

This study examines Infrastructure Diplomacy in the import of Electrical Multiple Unit (EMU) KCIC400AF trains from China for the Jakarta-Bandung High-Speed Rail (KCJB) operation. The KCIC400AF trains, resulting from a collaboration between PT Kereta Cepat Indonesia-China (KCIC) and a Chinese train manufacturer, are a key component of a major infrastructure project supported by China in Indonesia. This research aims to understand Infrastructure Diplomacy through Government-to-Government (G2G) and Government-to-Business (G2B) models facilitated by the KCIC400AF trains, and its implications for the development of the high-speed rail sector and infrastructure connectivity in Indonesia, using a multiscale diplomacy approach. The methods used include policy analysis, case studies, and literature review to illustrate the diplomacy model, financing schemes, technology adaptation, and economic impacts of utilizing these trains. The findings indicate that the KCIC400AF trains not only enhance transportation efficiency but also expand technological capabilities in Indonesia’s high-speed rail sector. Policy implications include the crucial role of infrastructure diplomacy in facilitating cross-national technology transfer and supporting sustainable infrastructure development in Indonesia. The final results of the study also reveal how China, as a major player in the High- Speed Rail sector, skillfully builds cooperative relationships with Indonesia, significantly impacting China’s political positioning. The Infrastructure Diplomacy model employed by China in this high-speed rail transaction underscores the importance of knowledge and technology transfer to Indonesia and highlights the need for policy improvements regarding the use of state budget (APBN) for future infrastructure development.
