Abstract
Banten Province is one of the regions with the highest unemployment rate in Indonesia, reaching 7.52% in 2023. This condition indicates a complex vulnerability related to unemployment, which involves various factors such as consumptive behavior, inequality in GRDP per capita, TPAK, inflation, minimum wage, community literacy level, working age population, and investment. This research aims to analyze the level of vulnerability to unemployment in Banten Province using the exposure, sensitivity, and adaptation approaches. The research method used was Multi Criteria Decision Making (MCDM) with a PROMETHEE approach to rank districts/cities in Banten Province based on their level of vulnerability. The results showed that there are 5 districts/cities with positive Phi values that have lower vulnerability levels, such as Cilegon City with Phi 0.2200, Pandeglang Regency with Phi 0.2000, Tangerang Regency with Phi 0.1743, Lebak Regency with Phi 0.0400, and Tangerang City with Phi 0.0000. In contrast, 3 kabupaten/kota with negative Phi values, such as South Tangerang City with Phi -0.0086, Serang Regency with Phi -0.0143, and Serang City with Phi -0.6114, indicate a higher level of vulnerability to unemployment. This research provides strategic recommendations to increase adaptive capacity, reduce sensitivity, and overcome exposure, so that it can help the government see how high the level of exposure is between districts / cities.
