Abstract

Nusa Tenggara Timur (NTT) records a Human Development Index (HDI) of 65.90, positioning it as the third lowest among the 34 provinces in Indonesia. This study aims to classify the regencies and city in NTT based on their HDI by analyzing educational factors assessed through the number of schools, health factors evaluated through government expenditure in the health sector and the number of hospitals, as well as purchasing power determined by the number of impoverished residents. The research employs the Qualitative Comparative Analysis (QCA) method utilizing Tosmana software. The study encompasses 21 regencies and one city in NTT during 2022. The results identify nine regions, including Sumba Barat, Lembata, Ngada, Kota Kupang, Flores Timur, Sumba Timur, Sikka, Ende, and Manggarai Barat, as having optimal HDI levels. In contrast, Rote Ndao, Belu, and Malaka are categorized as non-optimal. The integration of education, health, and purchasing power indicators, supported by government programs, is expected to significantly enhance human development across the NTT province.
