Abstract

The Russian-Ukrainian conflict in the 2021-2022 period shows the important role of cyber operations in modern military strategy, where Russia applies a hybrid warfare approach that combines information operations and cyber attacks to strengthen its influence and weaken Ukraine's position in the domestic and international arena. This research aims to analyze the method they are applying Information Operations on they Cyber Attack or Operations. By using a qualitative approach and case study methods, this research utilizes secondary data, such as government reports and scientific journals, and applies triangulation techniques to ensure data validity. The research results show that Russia combined cyber attacks and propaganda to influence public perception, both in Ukraine and globally, and these attacks targeted psychological, social and infrastructure aspects. In conclusion, Russia's IO strategy in Ukraine is a model that combines technical and cognitive elements to control the narrative and destabilize opponents, demonstrating the need to strengthen information defenses in the face of similar threats.
