Abstract
Lethal Autonomous Weapon Systems (LAWS) is a weapon based on Artificial Intelligence (AI) which is considered dangerous due to its use, therefore the United Nation (UN) through the Certain Conventional Weapons (CCW) forum is trying to completely ban both its development and use. The strong reason for the ban itself is because this weapons system is not controlled by humans, errors in decision making by the AI system can cause enormous damage. On the one hand, Russia, as a member of the UN's permanent security council, expressed its rejection of the ban. Russia itself has no intention of stopping its AI development. Even after several meetings held by the CCW, the decision on prohibitions and regulations proposed within the CCW framework has not actually encouraged Russia to carry out arms reduction or arms limitation in the development of autonomous weapons. However, Russia still respects International Humanitarian Law, therefore Russia's AI development continues to follow the Guiding Principles agreed upon at the CCW forum. On the contrary, Russia has made significant changes in its military doctrine and national security strategy in response to developments in international regulations regarding the use of AI in weapons systems. In this regard, Russia is adapting a new approach in line with the RMA and its national security sector reform strategy to maintain military superiority amidst growing restrictions.
