Abstract
This research aims to discuss the implementation of the Micro Business Assistance policy at the Ministry of Cooperatives for Small and Medium Enterprises using policy implementation theory, namely the Grindle model. This model consists of two indicators, namely policy content and implementation environment. The method used is descriptive qualitative using primary data sources and secondary data. Data collection techniques are interview techniques and documentation techniques. The technique for analyzing data is according to the Miles and Heberman analysis model, namely where analyzing data starts from collecting data, reducing data, presenting data, and drawing conclusions. The final results of this research show that the BPUM policy is an economic recovery scheme that provides capital assistance to business actors. Implementing the Micro Business Actor Assistance Policy (BPUM) at KEMENKOP UKM is quite good, involving the interests of KEMENKOP UKM actors, Cooperative Services, Districts, Villages, RT, RW and Banking. KEMENKOP UKM as a government institution that has a central role leads to Top-Down, where all the main decisions are from regulations, technicalities, and BPUM revenues. BPUM is guided by PERMENKOPUKM No. 6 of 2020, while 2021 is guided by PERMENKOPUKM No. 2 of 2021. This is in line with the duties and functions of the KEMENKOPUKM as stipulated in Presidential Regulation Number 96 of 2020, namely formulating, establishing, and implementing policies in the fields of cooperatives, micro-businesses, small and medium businesses, and entrepreneurship. However, from the benefit indicators, there are still many business actors who use this assistance for their daily needs. Resource indicators point to a budget that has not reached all micro-business actors. The difference in budgets obtained in 2020 and 2021 has given rise to social jealousy among business actors.
