Abstract

Tourism is a vital sector for Bali's economy, therefore the increasing violations by foreign tourists raise concerns among local communities and prospecti ve tourists who plan to visit. Based on these problems, this study aims to determine public sentiment towards violations by foreign tourists and evaluate the government’s efforts to maintain Bali's tourism image through public diplomacy. This research used a mixed-methods approach, combining quantitative and descriptive qualitative methods. Data collected through interviews, questionnaires, documentation, and literature review. The questionnaire distributed via Google Forms and shared with local Balinese residents and foreigners who had either visited or lived in Bali with total 93 respondents. Interviews conducted with representatives from the Bali Provincial Tourism Office. The theories used in this research are sentiment analysis and public diplomacy. Sentiment analysis conducted using the NVivo 14 application to categorize sentiments as positive, negative, or neutral regarding violations by tourists. The analysis results indicated that most respondents have negative sentiments towards tourists behaviors that disrespect local culture and violate regulations. This study also examines public diplomacy policies implemented by the government, such as the execution of discussion forums with tourism stakeholders and related parties from abroad, creating mutual agreements, and emphasizing cultural exchange to preserve and promote Balinese culture. The findings of this research suggest that intensive public diplomacy efforts are necessary to enhance tourist’s awareness of the importance of respecting Balinese culture and traditions.
