Abstract
In the face of global challenges and inflation, ASEAN's digital economy growth has been significantly affected. The ability to control inflation in the ASEAN region has shown a marked influence on the expansion of the digital economy, highlighting the gap among member states. ASEAN members' digital economy capabilities are still lagging behind other regions, which calls for concerted efforts to bridge this gap. In 2023, Indonesia's chairmanship of ASEAN provides an important opportunity to spearhead initiatives aimed at advancing the digital economy in Southeast Asia. This study uses a qualitative method based on regional institutional theory and the concept of the digital economy. Indonesia's strategic approach focuses on strengthening the digital economy framework and improving policy frameworks at the institutional level in ASEAN. This research finds that ASEAN's strategy of continuing the ASEAN Digital Masterplan 2025 and implementing the Bandar Seri Begawan Roadmap 2021 is critical. These plans lay the foundation for digital transformation, driving inclusive growth and technological innovation across the region. The ASEAN Digital Ministers' Meeting (ADGMIN) plays an important role in facilitating cooperation and setting policy directions to achieve these goals. In addition, initiating the establishment of a Digital Economy Framework Agreement (DEFA) is critical to creating a cohesive and integrated digital economy in ASEAN.
