Abstract

This research aims to determine the role of the Regional General Election Commission (KPU-D) in efforts to increase voter participation in the 2019 presidential election in the DKI Jakarta area. This is important because the 2019 election was a simultaneous election which was held in two events at once, namely the legislative election to elect members of the Central DPRD, as well as Regency and Provincial DPRD, as well as the presidential election which is the benchmark for democracy in Indonesia. This research uses a qualitative descriptive research method with secondary data collection through literacy studies supported by structured interviews and observations. This research uses the main theories, namely the theory of voter behavior and the theory of political participation which is supported by several other relevant theories, namely the theory of democracy and the concept of general election theory. The research results show that the role of the Regional General Election Commission (KPU-D) in efforts to improve the 2019 president elections in the DKI Jakarta area is carried out by paying attention to the behavior of voters who vote based on three things, namely actor identification party, sociological factors and rational choice factors. Then, to increase participation, the KPUD implemented various strategies including socialization to optimal security by involving various agencies which were summarized in pre-implementation and during-implementation strategies.
