Abstract
Football, a globally popular sport, holds great potential as a diplomatic tool. Qatar, a small but wealthy nation, succeeded in hosting the 2022 FIFA World Cup. This success was achieved through various strategies, including leveraging football for diplomacy. This research aims to analyze why Qatar's football diplomacy succeeded. It uses explanatory qualitative methods, with primary data from interviews and secondary data from library and internet studies. The study employs diplomacy theories, particularly the factors determining successful diplomacy by Sukawarsini Djelantik and Saeri Muhammad, and the concept of sports diplomacy. The findings show that Qatar used football to enhance its reputation and strengthen its position as a sports hub, especially by hosting the 2022 FIFA World Cup. Qatar invested heavily in this strategy, including developing local talent through the Aspire Academy, bringing in famous foreign athletes, and becoming an official sponsor of sports clubs. The analysis concludes that Qatar's football diplomacy succeeded because it met the criteria for successful diplomacy according to Djelantik's theory, supplemented by the state strength factors identified by Saeri Muhammad. Qatar met all the necessary conditions for successful diplomacy. Additionally, Qatar fulfilled most of FIFA's requirements to host the World Cup. Qatar's efforts to meet the hosting requirements and its effective use of football diplomacy led to their success in hosting the 2022 World Cup.
