Abstract
Japan is a country where the majority of the population consumes fishery products, and is even the largest exporter of marine products in the world. However, the fishing methods used are not safe for the marine ecosystem, with excessive amounts of catch. This research aims to analyze Japan's withdrawal from the International Whaling Commission using Iain Johnston's concept of strategic culture. An explanatory qualitative method was used to identify the factors that caused Japan to withdraw. The results show that this phenomenon can be explained by the concept of strategic culture, which emphasizes the role of culture in state decision-making, as an alternative to realism and neo-realism. Factors influencing Japan's policy include cultural history, political dynamics, and mass media. Whaling, which dates back to the Nara Period and is associated with Japanese beliefs, as well as support from the government, politicians, bureaucracy, and pro-whaling mass media, supported Japan's decision. The concept of strategic culture explains Japan's decision to leave the IWC by linking culture, political interests, and the influence of mass media, which help to make seemingly irrational policies rational in domestic eyes.
