Abstract
This research aims to find out the impact of moving the capital city of Indonesia to East Kalimantan which has the potential to bring up the involvement of political oligarchs so that it has a link to political economic rights for indigenous peoples of IKN. This research uses descriptive qualitative research methods with primary and secondary data sources. This research uses interview techniques with resource persons from indigenous peoples' advocacy organizations, AMAN East Kalimantan, and the environmental organization WALHI East Kalimantan as observers and supervisors of IKN development, while also using literature studies with a scope of research on the potential involvement of economic oligarchs in the development of IKN and how this has an impact on the economic rights of surrounding indigenous peoples. The potential involvement of oligarchs is identified with the theory of local economic oligarchy proposed by Vedi Hadiz and Richard Robinson, which looks at how oligarchs have developed in Indonesia since the New Order, and is supported by the conception of indigenous peoples by Hazairin and economic rights by Jimly Asshiddiqie. The final result of this research shows that the involvement of oligarchs in the process of developing the Capital City of the Archipelago is significantly able to play a role in regulating and controlling policies and economic resources in the capital region, so that the IKN development project tends to have a negative impact on the sustainability of the economic rights of indigenous peoples. In this study, it is realized that the involvement of indigenous peoples' participation and government transparency regarding the IKN development process is very important to avoid violations of the living rights of indigenous peoples.
