Abstract
This research examines the implementation of policies based on Regional Regulation (PerDa) no. 13 of 2018 concerning waste management in Depok which relates to waste management problems, one of which is illegal waste disposal and overloaded Cipayung TPA. The waste problem in Depok City seems to never be resolved. The research method used is a qualitative method with analytical techniques in the form of data reduction, data presentation, drawing conclusions and verification. The aim of this research is to describe the implementation of Regional Regulation no. 13 of 2018 concerning waste management in Depok, then looks at the role of the Government and participation of the Depok City community in waste management. This research theory uses public policy ideas to assess the government's efforts and effectiveness in overcoming waste management challenges, as well as determining the extent to which these policies have been successfully implemented. Researchers use theories that influence implementation based on the perspective of Merilee S. Grindle. Regarding several previous studies related to the Politics of Waste Management, there has been no previous research that specifically discusses waste management mechanisms in Depok City on the legal basis of Regional Regulation No. 13/2018. Based on the research results, the implementation of Regional Regulation no. 13 of 2018 has proven unsuccessful. This can be seen from the uneven distribution of efforts regarding waste management in the RT/RW environment, inadequate facilities and infrastructure which hinder waste management and lead to the establishment of illegal waste dumps, as well as the low participation of the Depok City community in waste management. Apart from that, the Cipayung TPA revitalization program and waste management based on Refuse Derived Fuel (RDF) technology have not been implemented.
