Abstract

Committee for Inter-Parliamentary Cooperation (BKSAP) has a role in conducting parliamentary diplomacy to achieve Indonesia's national interests. BKSAP actively participates in inter-parliamentary forums, both at the regional and multilateral levels. At the regional level, BKSAP DPR RI plays an active role in regional cooperation forums, especially through its participation in the ASEAN Inter-Parliamentary Assembly (AIPA). Through its participation in AIPA, BKSAP also pays attention to various challenges and strategic issues that threaten the stability of the Southeast Asian region, one of which is the Rohingya ethnic conflict in Myanmar. Therefore, this research focuses on discussing how the parliamentary diplomacy conducted by BKSAP DPR RI through AIPA to resolve the conflict in Myanmar. This research employs two concepts, namely parliamentary diplomacy and multi-track diplomacy, and uses a descriptive qualitative method with two sources of data: primary and secondary. Primary data was obtained through interviews with BKSAP DPR RI, while secondary data was obtained through document studies and previous research. BKSAP DPR RI's parliamentary diplomacy is conducted through dialogue and inter-parliamentary cooperation, aiming for long-term peace in Myanmar. BKSAP proposes resolutions in the AIPA General Assembly to ensure that the conflict is discussed and gains attention from ASEAN parliaments. BKSAP DPR RI continues to advocate for the conflict in Myanmar, which aims to assist Myanmar in restoring peace and stability. BKSAP DPR RI employs various strategies to resolve the conflict in Myanmar promptly. The findings of this research indicate that BKSAP DPR RI undertakes several approaches to resolve the conflict, such as proposing resolutions related to peace in Myanmar at every AIPA General Assembly. This research reveals that the parliamentary diplomacy carried out by BKSAP DPR RI faces obstacles and challenges due to the non-intervention principle adopted by ASEAN, which complicates the efforts of ASEAN countries to assist Myanmar in resolving the issue.
