Abstract
Foreign policy of China towards Afghanistan in the 2014-2023 period has changed in a more dynamic direction. China's position of de facto recognizing the Taliban's authority in Afghanistan increasingly shows that there has been a dramatic change in its foreign policy towards Afghanistan, which previously had frozen diplomatic relations with the country due to the first Taliban occupation in the 1996-2001 period. This research aims to find out the reasons for changes in China's foreign policy towards Afghanistan, precisely from 2014 to 2023, using theories and concepts from foreign policy, which will help the author answer the problem formulation in the research. The method used in this research is explanatory qualitative with primary and secondary data sources. The data collection techniques used were interviews and literature study. After the data was collected, the author carried out analysis through the stages of data reduction, presentation, and verification, then concluded at the end of the analysis. The final results of this research show that Xi Jinping is the main actor behind changes in China's foreign policy towards Afghanistan in the 2014-2023 period, and political-economic factors are Xi Jinping's main reasons for improving China's relations with Afghanistan. Gwadar Port is an ambitious project of the “China-Pakistan Economic Corridor”, one of the economic corridors in the Belt and Road Initiative, which is China's main consideration for improving relations with the Afghan government, as well as with the Taliban who have now taken power in Afghanistan. China prefers to establish peaceful dialogue and provide economic assistance to the Taliban to ensure commitment and mutual understanding between the two parties.
