Abstract

As a part of culture, language is the right media that is used by a country to share their national identity to the rest of the world. Indonesian language that has been taught since 1950s in Australia with a variety of national policy that supported Indonesian language education, profit potential and potential collaboration in the near future, has drive Indonesia used Bahasa Indonesia untuk Penutur Asing (BIPA) program as one of their diplomacy to Australia through Badan Penyelenggaraan dan Pembinaan Bahasa. But, there is a downward trend every year in the number of student in Indonesian Language . Therefore, Indonesian government try to escalate Australian students interest in studying Indonesian language. This research aims to discuss the implementation of Bahasa Indonesia untuk Penutur Asing (BIPA) education program in Australia by using multi-track diplomacy theory and the concept of language as power. This study uses a descriptive qualitative method with primary and secondary data sources. The data collection technique used in this study was through semi-structured interviews, data from related documents and literatures, both print and online media. The results of this study shows that Indonesian language education at educational institutions in Australia still continues be taught until today. Each year, Badan Pengembangan dan Pembinaan Bahasa has been sending and assigning Indonesian language teachers to Australia. But, in reality the number of Indonesian language students in Australian educational institutions has been declining year by year. There are several things that are believed to be the cause of the declining in Australia such as bad stigma about Indonesia that are still roaming around in the community, the spreading of other foreign languages in Australia and the lack of Indonesian language teachers in Australia.
