Abstract
The study aims to analyze the legal umbrella for consumers whose rights are violated in the purchase of an item in the marketplace against the non-conformance of the quality of the goods obtained by the initial agreement as well as the analysis in solving the problem of the incompatibility of the quality of goods obtained by consumers based on Law no. 8 of 1999 concerning Consumer Protection and the policy of returning goods which are one of the solutions to problems against the background of increasing online buying and selling transactions during the covid-19 period. In this study, the type of juridical normative research is used with the aim of describing how consumer rights must be obeyed by every business actor as well as dispute resolution in this case the incompatibility of the quality of goods. This research bases the data sources taken on the Consumer Protection Act no. 8 of 1999, the Civil Code, and the Electronic Information and Transaction Law No. 19 of 2016 with additional data in the form of an online questionnaire with the aim of seeing the effectiveness of goods refunds against incompatibility of goods received. The large number of requests in online buying and selling transactions during the covid-19 period should be a reference for business actors to trade their goods with correct and honest information, judging from the number of questionnaires consisting of 105 respondents doing online buying and selling during the covid-19 period as many as 104 people with experiencing 59 people received non-conforming goods, so there is a need for settlement of the dispute and legal protection both preventively and repressively so that consumer rights are still considered and maintained.
