Abstract

Sea port is the main gate of national maritime sector so sea port is an important element for Indonesia. To optimize the function of sea port, both for the implementation of exports and imports as well as for carrying out economic activities at sea port, the quality of port infrastructure needs to reach international standards. Apparently, the quality of national ports is still far from that level so further development and management of national ports is necessary. As a form of embodiment of efforts to improve sea port quality, Indonesia has established a partnership with the Netherlands which was ratified by the Memorandum of Understanding (MoU) between the Dutch Government and the Indonesian Government in Maritime Cooperation which was signed on 22 April 2016 in Den Haag. However, there are problems and obstacles in the implementation of cooperation between Indonesia and the Netherlands, while the two countries have not been able to completely resolve these problems. This study describes the bilateral cooperation between Indonesia and the Netherlands in the context of the development and management of national sea port infrastructure for the 2015-2020 period, especially at the Kuala Tanjung Port. The approach used is bilateral cooperation especially functional cooperation which cooperation aimed at improving the economy between the two countries and foreign direct investment which focuses on the application of foreign investment made by the Netherlands to national sea ports. This study uses a qualitative method with descriptive analysis. The results of this study indicate that the cooperation between Indonesia and the Netherlands in the construction and management of ports in Indonesia can be realized even though until now several projects are still in the exploration and negotiation period between the two countries.
