Abstract
ABSTRACT Indonesia needs to conduct trade relations with various countries. The implementation of Indonesia's relations with other countries has been realized through the implementation of the Free Trade Agreement. One form of Free Tade Agreement which is run by Indonesia together with China is ACFTA. With the formation of ACFTA, the flow of trade between Indonesia and China has become increasingly free without any hindrance, this has led to the high import situation in Indonesia. One of them is the import of children's toy products which in recent years has become an issue that is very often discussed in the world economy. Indonesia is an important and strategic partner for China, which makes China continue to pursue Indonesia as a free market for China. Research with the title "Indonesian Policy in Facing the Import of Children's Toys from China (2015-2018)", has the formulation of the problem of how the implementation of Indonesian policies in limiting imports of children's toys from China (2015-2018). This study aims to explain how the policy is implemented in the import of children's toys from China. The method used by the writer is descriptive qualitative, which is a method for investigating objects that cannot be measured by angk. The use of this method aims to explain more deeply about the implementation of policies that have been made by Indonesia. In this study, the authors use foreign policy theory which focuses on economic policy to analyze how Indonesian policies regarding import regulations are given to China. This study also uses the theory of policy implementation that is used to analyze how the implementation of a policy that has been made between Indonesia and China. And use the concept of free trade and standardization to annull relations between Indonesia and China in the import of children's toys. Based on data analysis from this study, it was concluded that the problems that occurred finally the Indonesian government together with related agencies made several Foreign Policies to reduce the rate of imports of children's toy products in Indonesia such as mandatory SNI regulations and also other standardization. The policy can be well received by Chinese importers, but not many of them violate it, so that the value of children's toys imports in Indonesia continues to increase. From this factor it can be said that the implementation of foreign policy for China has not been able to run well and has not been able to suppress the high value of imports of children's toys in Indonesia and from Indonesia itself has also been unable to avoid imports of children's toy products from China.
