Abstract
Indonesia is one of the countries with the highest levels of disaster vulnerability in the world due to its geographical position at the convergence of three major tectonic plates and its tropical climate, which triggers hydrometeorological hazards. The high frequency of disasters necessitates strengthened disaster management capacity through international cooperation. The United States, through the United States Agency for International Development (USAID), has become a strategic partner for Indonesia in enhancing disaster risk management, particularly through the Investing in Human Capital for Disaster Management (INVEST DM) program in collaboration with the National Disaster Management Agency (BNPB). This research aims to analyze the cooperation between USAID and BNPB and the implementation of the INVEST DM program in improving human resource capacity and disaster management governance in Indonesia. The study employs a qualitative research method with a case study approach. Data were collected through interviews with BNPB and USAID personnel as well as literature reviews from official documents, institutional reports, journals, and relevant publications. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that the USAID–BNPB collaboration through INVEST DM plays a significant role in strengthening institutional capacity through technical training, improvement of work systems, development of training curricula, and enhanced disaster coordination. The program also facilitates knowledge transfer through collaboration with U.S. disaster management institutions such as FEMA. INVEST DM in implementation faces several challenges, including limited capacities at the regional level, unequal distribution of program benefits, and sectoral ego that hinders program integration at the local level. Overall, INVEST DM contributes significantly to improving Indonesia’s disaster management capacity and reinforces bilateral cooperation between Indonesia and the United States in the field of disaster management.
