Abstract
This study aims to analyze the legal treatment of child perpetrators of crimes in the phenomenon of processions and examine the act of procession as a form of violation of children's rights according to laws and regulations in Indonesia. The background of this study is based on the ongoing practice of processions by the community against children suspected of committing crimes, which indicates a tension between social sanctions and the principles of child protection in the national legal system. The research method used is normative juridical with a legislative and conceptual approach to examine the conformity between practices in the field and applicable legal norms. The results of the study indicate that the handling of child perpetrators of crimes in the Indonesian legal system has been specifically regulated through the Child Protection Law (UU SPPA), which emphasizes the principles of the best interests of the child, restorative justice, and diversion mechanisms as the main priority. However, in practice, there are still deviations in the form of processions carried out by the community informally without going through a legitimate legal process. These actions are proven to be contrary to the Child Protection Law and the provisions of the UU SPPA because they contain elements of psychological violence, degrading dignity, violation of privacy, and create social stigma that have long-term impacts on child development. The conclusion of this study confirms that the arraignment of child perpetrators of crimes constitutes a violation of children's rights that cannot be legally justified. Therefore, strengthening the implementation of the juvenile criminal justice system and increasing public awareness is necessary so that child care focuses on comprehensive guidance, rehabilitation, and protection of children's rights.
