Abstract
This study examines the efforts of Indonesia's Ministry of Industry and Ministry of Trade to enhance the competitiveness of the textile industry relative to Vietnam for the United States export market during the period 2018–2022, with a focus on the policy instruments employed by both ministries and the effectiveness of their implementation at the field level. Employing a qualitative approach with an instrumental case study design, data were collected through in-depth interviews with three informants: a local garment entrepreneur (Citra Busana), a textile raw material import distributor (CV Dian Gading), and the Executive Director of the Indonesian Garment and Textile Association (AGTI). The analysis draws on Michael Porter's Diamond Model (1990) as the primary analytical framework, complemented by the industrialization concepts of List (1841), Chang (2002), and Szirmai (2012) as a normative evaluative lens. The findings reveal that among the five dimensions of the Diamond Model, only the factor conditions dimension (D1) demonstrates concrete intervention through the Textile and Textile Products Machinery Restructuring Program (PRMT), yet it was accessed by only 10–15 percent of association member companies. The related and supporting industries dimension (D3) is in the most critical condition, marked by domestic fabric prices 25–35 percent higher than imports and 60–65 percent of customers increasing their share of imported raw materials. The original contribution of this study is the identification of policy incoherence between the Ministry of Industry and the Ministry of Trade as a systemic failure of the government dimension (D5) that infects all other dimensions, arising from two contradictory policy signals without a reconciliation mechanism. The study concludes that the efforts of both ministries produced improvements that are partial and non-systemic, insufficient to substantially alter Indonesia's comparative position relative to Vietnam, despite indications of partial post-pandemic recovery in production capacity utilization from a range of 40–45 percent toward 70 percent in 2022.
